Inquiry About Fingerprint Service for Thai Police Clearance Certificate

I need to obtain a Thai Police Clearance Certificate, and one of the required documents is a fingerprint form taken at Thai embassy, or consulate.

Could you please confirm if the Thai Honorary Consulate General in Istanbul provides fingerprinting services? If so, what is the procedure, and how can we schedule an appointment?

Student Visa rejection - twice

Dear All,
my daughter applied to get Student visa twice and got rejected twice. we are Syrian and live in Saudi Arabia. she registered in Istanbul Belgi University and i paid and full torsion fee for the 1st year. and when i applied i put all the required document. i understand that embassy has the right to accept or reject the visa. but i need to understand why they rejected twice. what was wrong or the missing document?
