Transit visa for Official Indian passport

Hello,
I have a diplomatic passport and my father has official Indian passport. I want to travel from Brussels to Delhi and there is a wait of 7 hours at Istanbul airport. I want to see some tourist sight in those 7 hours.
Do official passport holder get transit visa exemption for 7 hours to visit the city and come back?

ich wende mich an Sie mit einer Beschwerde bezüglich der Kosten für ein türkisches Visum für nepalesische Staatsbürger. Laut meinen Informationen beträgt die Gebühr für ein türkisches Visum für nepalesische Staatsbürger insgesamt 36€. Allerdings wurde mir ein Betrag von 114,97€ in Rechnung gestellt.
