If your friend is a Mexican citizen and will have a 6 hour 25 minute layover at Istanbul Airport without leaving the international transit area, no e-Visa is required. As long as they remain in the airport's transit zone and do not go through immigration, they can wait for their connecting flight without needing a visa. However, if your friend plans to exit the airport or pass through immigration, then an e-Visa would be required in advance.
